I went to the "Download a File" page and used resource ID c56956d05cfe4488a1208815d56a918f. I clicked "Find Files". There was a long delay while the Step 2 dropdown box was filled in. The mouse cursor should be changed to a waiting icon, like the hourglass icon while the list is populating so that the user knows something is happening.
