avoid netCDF4 1.2.5 and 1.2.6 #1

quick test shows netCDF4 1.2.5 and 1.2.6 cause trouble at line https://github.com/BYU-Hydroinformatics/nwm-forecast-viewer/blob/development/tethysapp/nwm_forecasts/controllers.py#L349

1.2.2 or 1.2.7 work fine
