Update to Unreal Engine 4.24 (or latest) #393

Describe the new feature you'd like We are on 4.22, it would be good to update to 4.24 if possible, so we don't get too far behind upstream. There are some enhancements to weather that might be good

It doesn't look like there's any breaking change that will affect us. We can bump it up to 4.25.
