Gameplay doesn't stop at Game Over #59

End Turn button is still enabled along with a bunch of other things. While this is not "harmful" and doesn't affect gameplay much for the actual game, we should fix this if we have time.

Ending your turn is now disabled on game over. However, there are more things that should be disabled on game over that aren't (ie: resource bar, trade, thermonuclear meltdowns, etc)
