Release 1.1.7 with Python 3.12 #823

Thanks very much for the merge @ayaka14732 , everything looks validated and merged. Now we just need someone to click on the magic release button and we will have Python 3.12 and Node 20 :-). Thanks so much for your help!

Thanks @ayaka14732 for the release. I think we need someone with permissions to execute https://github.com/BYVoid/OpenCC/actions/workflows/release-pypi.yml , like you did last year for 3.11. Thanks!
