Read stage series files from Hydroportail #47

It would be very convenient that stage series files from Hydroportail can be imported directly in BaRatinAGE. Example for Verrières: https://hydro.eaufrance.fr/stationhydro/H602102001/series

I'm doing the conversion with this Excel spreadsheet manually: limni_crue_2021_1h.xlsx

It does not look difficult to implement this specific format, which would be useful as BaRatinAGE is increasingly used in the French hydrological services.
