Use random highest tier CO instead of none in default. #104

If a player hasn't chosen CO when start/join the game (haven't press CO button for even one time). he will be using a CO which randomly selected by currently highest tier CO pools instead of usingNone. The Player will still be noticed like currently did.

this will cost lower actions for casual players.
