Terr, your proposal would look fair -- except the observer team has simply nothing to see in the first five minutes.
SG's accept viewers anyway, and there are rules to handle them.
But! It'd be cool to have something like this for games like, say, tournament finals.
Maybe if two observers could move around in F3 view and stream the game with a 15 minutes' delay, that'd be fair enough.
I think there's no simple way to do this though with the current build... but this is off-context for this bug.

The very same results can be obtained by having one basesitter per team streaming live through services like livestream. Examples can be seen here:

Expecially for newbies, it would be important and experiencing to make 'vets' playing some serious gameplay without interfering with it.
Here's my proposal for this system, hoping it will clarify :
Operators and moderators may as well use the 'Watchers' utility to moderate games and check conduct/cheating more easily.
Moreover, important games as Allegiance Wars' should be real fun to see, imho.
