Change list:

[x] remove doc extras group
[x] remove packaging dependency
[x] remove tqdm dependency (it should be optional)
[x] move non apiver packages to b2sdk._internal package
[x] move logging configuration to apiver interface module instead of root (from b2sdk to b2sdk._v3)
