Closing this PR as Python 3.13 is not officially released yet (as evidenced by the version tag). Even Python's page says that they are "prerelease testing versions", and that they don't recommend it for use in production settings.

Further, Snyk entirely missed that the image build invocation is running a full system upgrade in the command path, so any vulnerabilities existing during creation of the image will be addressed by the upgrade commands.
