Yes it is needed for Debian packagers to be able to auto test the package See the diff after allowing tests into the vendor bundle : https://salsa.debian.org/php-team/pear/php-bacon-baconqrcode/-/commit/a17162e1c9b4c6b43ad896e1ac34b2549e9f4e6d
