Create chapter popup screen to show chapter info when selecting a panel #128

Similar to the game jam version (for now), we want a panel to show the chapter info that will also popup a little start button somewhere, and maybe also have a close button? Then we can click a chapter panel and it will give more information about the track before pressing the new play button that appears to play the chapter

We have decided to not do this, for now, and see how it goes
