[tested boi] Makes the hostile mob and human mob code hella more optimized, fixes mecha fabricators #47

Humans will still get oxyloss from crit, but will no longer spend resources on getting some gas, breathing temperature, using gases and other math

New update Apparently all 400+ simple animals/hostile mobs at roundstart were also breathing, guts the code from that for heavy optimization.

Anotha one Reagent code for hostile mobs is now returned, as such hostile mobs were never effected by reagents in the first place

commiting to master Fixes a critical bug of the mecha fabricator getting stuck when producing certain items

Hostile mobs are now only triggering targets when encountering a human, making them MUCH more processor friendly (80-90% less costs)
