Removes speed up from ephedrine, removes tele pads and hand tele from rnd, makes the advanced construction harder to make #79

mostly because all the nerds running around with viruses every single damm round with ephedrine
Advanced construction and the turret construction upped up due to being pretty easy to get.
Hand tele and tele pads commented out of designs in response to some requests
