As discussed in Slack, this PR has gotten huge. Folks are cool with the sections, so I'm going to close without merging, PR and merge the section templates, and then create a PR / branch for each section so we can discuss individually.

With the creation of PRs for the four sections that have content, I'll close this one. I'll keep the branch open temporarily since it has a consolidated and easy to digest view of the current thinking (important as folks consider whether or not to be a part of this thing)
