If the EM panel isn't visible and you select "EnrichmentMap" from the Apps menu it shows the creation dialog. If the EM panel is visible and you select "EnrichmentMap" from the Apps menu it does nothing. This is inconsistent behaviour and I get tripped up by this every once in a while.
