update snapshot badgerdao.eth space controller #1303

current space controller is an eoa: 0xf3Fc0aAE46D4917c022cd0abF1435493C9Ddf8cC, can be confirmed here: https://app.ens.domains/badgerdao.eth?tab=records (see snapshot text record)

a more robust solution would be to update it to the techops msig

so the only entity that can change the space controller is the ens controller, which happens to be techops already.
