Top-up Arbitrum Badger Tree #1521

The Arbitrum BADGER tree has a BADGER claimable amount of 5885.848652930279 and only 418.995480260968645996 BADGER on it (perhaps a final top-up was missed). The discrepancy is breaking claims and should be fixed asap to make users full.

The porposed remediation is:

Transfer the difference (5466.85317267) from Trops to a Badger Deployer EAO (0xeE8b29AA52dD5fF2559da2C50b1887ADee257556)
Use this deployer to bridge the BADGER to Arbitrum
Transfer the BADGER to the Arbitrum BadgerTree
