Add mike to mkdocs to support multiple doc versions #573

Description of the Change

Adds mike for mkdocs, so the documentation can support multiple versions - including a latest and dev version. Also adds a ReleaseNotes task to generate the release notes from GitHub using gh.

Also sets v1.0.0 to be prerelease version, ready for a dev build release.
