Trouble with deities not giving weapon proficiency. #1109

I'm trying to move my character into PCGen. My deity is Tamara and my weapon is Scimitar. I was able to add Tamara to list of deities in Draconomicon, but I do not get Scimitar weapon proficiency. I can do a PR once i get it working locally, but right now I'm stuck.

After further testing issue isn't limited to Draconomicon. In Deities and Demigods Elishar also has Favored Weapon: Scimitar, and does not give proficiency.
