try setting the default range of det. to be changed in the middle of a run. For example, after you notice this, try to change the flak range.
I don't see an option to change the range of the air detonation. Where is that?
Here's a quick gfy of the problem, zoomed in so the short det is more visible. It looks like about (exactly?) half. Sometimes I seem to be able to make this happen more than once, so that the det point moves closer and closer. http://gfycat.com/WellinformedAdventurousCowrie
That looks like round collision to me. Make sure the cannons barrels are at least 0.75 meters apart and let us know what happens.
It could be that. If I focus on the detonation point then visually the tracers are some distance apart but I expect the hitbox is bigger than the tracer. I will do some testing when I get home.
They also have a prox fuse if I recall, so as they get close, it could trigger that fuse.
Bullets can't collide with each other, and the proxy detonation requires a radar lock, so the issue must be something else.

mabye you have to lock on before you fire it, this has never happened to me
those bullets were exploding remarkably close to the distance of the piece of junk on the field. just wanted to note that.

When using the millenium cannon the shells eventually begin to detonate after short range. This seems to happen soonest when two cannons are mounted - or perhaps it is just more obvious, since one shell continues much further than the other.
I've been trying for about an hour and I can't figure out the exact steps to cause this - whether it's after a certain number of rounds, or time, or what. I do know it never seems to happen immediately.
