Signal strength could be moved into a separate app #235

We can move the signal strength sampling to be our first third-party app, since 
very few users use it.

(btw, I just realized that the sampling code is also broken in pre-eclair (API 
< 7) devices (nobody complained...).

Please merge with my sensor change.

Bart and I talked about moving the lib class tests into a libtest project.  It 
means a bit more set up for new clones but it should speed up testing.  You 
only need to run the lib tests if you are touching the lib code.

What do you think about moving the lib testing code to yet another project?

I tried that originally, and the Android SDK doesn't allow it - it can only 
instrument an application project, not a library.
