When the GPU load Full, Cpu stack at 400~800Mhz.

When I watch videos or decode the GPU will go up to 4.0Ghz, sometimes it will reach at 7.0Ghz few seconds. then the CPU Frequency goes down to 400~800Mhz. at the same time, the video still going smoothly, but other apps are lagging.

I try to change the model to MacBookPro15,4 / MacBookPro16,2 / MacBookPro16,3 / iMac19,1 / iMac20,1

Disable/Enable CPUFriend.kext / CPUFriendDataProvider.kext

VoltageShift.kext set the TDP 25W, set the GPU mv -200

I checked the Intel Power Gadget, tested the CPU all cores and GPU same time.

They are not working.

Win11 is normal, the GPU Frequency never over 1.15Ghz.
