Clear programs from injector and transfer back to omnichain multisig.

Actual payload is fine and runs via simulation. Is fine for me and signed. Report is breaking on a blank set_recipient_list array if we want to tag as an item to fix for this or future runs.

See #1369 @Zen-Maxi just fixed it and pulled that report with invalidated your review. Feel free to stamp again and merge. Can handle fixing the report in the other PR(reviewing that)
