actions are running into issues with the base/block subgraphs, bumping bal addresses (and thus bal tools)

key is that bal tools v0.1.12 uses the apiv3 subgraph directly to get bpt pricing (https://github.com/BalancerMaxis/bal_tools/pull/52)
