Decision overlays cover board and make it hard to see ship/obstacle placement #24

Is your feature request related to a problem? Please describe. Some of the overlays on the board that ask for a decision cover up the part of the board I need to see to make the decision. On some, you can still move the board, but on some you can't

Describe the solution you'd like Allow me to either move the decision overlay or the board underneath it.

Describe alternatives you've considered Could also make the decision overlay more transparent
