Record funding source in payment records #27

Each payment record will need to specify what its funding source is. In the future, downloadable "OCRA reports" will have a column specifying whether or not a community is OCRA-sponsored.

Possible options:

OCRA
Ball State University
Self-funded (the community provides the funding)

Suggestion: Add Payments.source field with values ocra, bsu, or self.
