regular cargo cars that are unassigned should regularily checked to generate a new job:
as soon as at least one of the cars of the consist is registered for deletion
unloaded cars are used for:
SL jobs if they can be loaded at the closest station
LH jobs if they cannot be loaded there
loaded cars are used for:
SU jobs if they can be unloaded at the closest station
FH jobs if they cannot be unloaded there
for mixed consists, the 4 possible future job types should be treated separately
adjacent cars of the same future job type should be reused for the same job if possible
group adjacent cars by car type, for each group pick a cargo group (SL, FH, SU) or a compatible destination (LH)
if a group of cars is too long according to the tracks that will be used, split it at a random point, possibly considering minCarsPerJob
if the next adjacent car group can be used for the same cargo group / destination, try to use it for the same job, as long as the length is still compatible
SL jobs can and should have multiple pickups up to the currently licensed maximum number of cars
possibly future-SL car groups need to be treated less independently of others than for the other future job types because only car groups targeting the same cargo group can/should be combined
