change min frame size to 16 in #110

addresses issue #100

400mm is small enough that there is no usable space, but that makes anything larger theoretically usable

@BarbourSmith any chance of including this in this week's update?

I want to be able to setup a tiny frame that will fit on a table (or very close to it) 2.5-3' per side square, able to cut ~12x12"

I'm not really sure that that 12"x12" space will actually be usable, its going to be a space composed entirely of the areas where maslow is the worst, but the only way to find out is to try!

a 24" frame produces a 11.25 cutting area all in the green, a 30" frame produces a 14" cutting area

seems big enough to be usable (especially as a demo that will fit on a tabletop)

thanks for merging (saves me having to figure out how to compile the firmware right now :-) )
