No OCR is appearing on PDFs. Fix this.
@MarthaTenney: S&F PDFs are back with OCR. I'd like to limit this GH issue to just S&F PDFs and create a new ticket to find other suspect PDFs.
Ready for closing or next steps.
- [ ] Look for more PDFs with a DS of full_text size < .01b - [ ] send list, check for original PDF.
