Write an Elasticsearch monitoring service for the dashboard

This service should:

• Indicate whether Elasticsearch is currently running
• Let the user stop, start and restart ES
• Provide a link to ES logs

Well, we don't have any of this on the dashboard itself. But we do have a link to Kibana, which amounts to the same thing.
