switch to Chinese (haven't finished) #50

I open a new pull request, which is the function of switching Chinese. I have done most of it, but the account interface has not started. I can't open the account interface here. It is shows "still under construction". I think I need Barney to help me finish this part @BarneyShi @NaithanB @parksj23 You can test whether all your functions still work in Chinese and English versions (there are some unfinished translations in the post)
