Toggle option for gear offset #10

One more useful option would be a keybind to toggle the state for the gear offset (rather than a separate up/down). I will use an example to explain how this would work:

Lets say we have a button bind called "+6 Toggle". When pressed the first time, it will add +6 gears. When I press the same key again the gear offset will be reset to 0.

After looking at the source, I realized the mod already has the option for toggling (such as EXG_GEAR_SHIFT_A6).
