Drive Input - Low range addition #10

Use a bumper on the driver station to cut the drive power in half. Proposal is to modulate the controller input rather than to affect the Drive class, although that may be an option.

Driver's were instructed to use left stick to make slower moves, right stick for faster moves and right + left stick for fastest moves. Drivers have commented they may still want a way to further reduce power.
