Some helper functions and port to Python3 #13

Features:
* Port to Python 3
* Return all weather data from google about a specific country
* Return all weather data from yahoo about a specific country (experimental)
* Convert wind direction from degrees to a direction like N, S, E, W and 
combinations
* Convert wind scale from km_per_hour to beaufort.
