Changes to Linux:

tar output directory before uploading artifacts, so that files don't lose their execute permissions
Used pwd rather than $GITHUB_WORKSPACE, so scripts can be run locally
Small readability/maintainability tweaks

Additions:

Add Mac version of CI scripts (takes 50 minutes to build, ouch)
