Implemented monitoring setups from terraform PoV - and need implementation of KQL with automated runbook to shutdown the idle VMs

See https://github.com/Barts-Life-Science/tre-tools/pull/10 for the mechanism for detecting idle VMs. That needs converting into an automated process at some point. This isn't urgent, and can be done after we're in Production, if we don't get to it sooner.
