Tags for workspace resource groups #194

It would be nice to have some meaningful tags for workspace resource groups, so they can be identified properly in the SDE without having to look up all the UUIDs.

I've been (manually) adding a workspace_name tag that contains the workspace name (naturally!). If the UI and resource processor could be updated to handle this automatically, that would be nice.

I've also added an owner tag, with the name of the PI for the project. I haven't added any email or contact information, just the name.
