Section headers - rename #13

Section headers to be reviewed and if required renamed as we have Section A: Request overview, Section A: Request overview (2) and it jumps from section B to D, this is because Section C External Approvals will sit outside the form as this requires attaching documents.

We should have unique IDs on each of the pages to allow users to accurately report issues.
