This provides a index.html for the proposal or #28 from the discussion of, that will fix #20

But this just:

the CSS is just a trick, only provide minimal basic for boostrap and menu bar
I just put a basic menu without much effort and linked downloads
I didn't even choose a good higlight.css theme for the source code parts...

what do I mean? After I upload it, must to improve its appearance or have others do it, the current behaviour is good but is not the best
