Added a file that can be referred to when creating new branches and making PRs

This format should be followed as to standardize the way we do things. That is:

create a branch specific to your current work
make your changes
create your pull request
delete the branch once the PR is merged (we do not need a branch named "Login-bug" if we are no longer working on it)
