Pin pyro to 1.8.6 while we address lint errors introduced by 1.9.0 #523

This tiny PR pins the pyro version to 1.8.6. A more thorough fix is required and actively under development in #522 . This stop-gap solution is necessary in the short term, as ChiRho is currently failing notebook tests on master with pyro==1.9.0.
