Adding UPM Package setup #3

As you can see there's a distinction between Runtime/Editor scripts, but I've just added everything to Runtime, maybe some scripts could go in /Editor, in which case we'd also need another asmdef.

I wonder why I originally ignored meta files. I might have thought that since the repo would only contain scripts, not script instances, the meta's weren't needed. That might be true, but that'll prevent ever including examples.

Thanks for this, I'll do some reorganziation and then merge with master.
