Make Top Nav Bar Static When Creating Team, Tournament or League #221

When creating a Tournament, Team or League please make the top navigation bar static. So when users scroll down and input information they can still see the tabs to click on at the top of the page making it feel more structured and convenient.

This won't work with how we have the current UI setup, but can be something we add later.
