Change Language Preferences #373

Create ability to change language and set language preferences on the site. Challonge had a great visual system for editing language in their footer. Lets do something like this:

Challonge has an interesting way to crowd source translation on their site. I don't believe BattlePro is active enough to have the same wiki like feature supported yet but its something we should consider in the future so that our tranlsations are more accurate.
