Readme field in data files that can be displayed to user #127

Data files should have a readme field that can be displayed to the user when they create a roster. This would allow authors to specify how to use the file.

Tiny thing for Data Editor - when content of comment or readme is removed, the XML element stays (empty) and is not removed (as in, the value is not a null I guess). Any chance to save empty elements like comment and readme as null (no XML at all)?
