Added config section for ignoring files with specific names

Hello, I saw the open issue #13 and thought you could use an app config to define some settings, including a list of files to ignore when loading dlls. I can't actually build the source though, I'm not sure what I'm doing wrong, but the project seems to have a whole bunch of local dependencies that I'm missing. So if you're interested in merging this pull request, you should probably want to pull my branch down and test that it actually works properly.

I appreciate the thought, but I'm not particularly interested in adding an app.config file. I've implemented this in a much more basic way in the next release.
