CBTBE blocks weapons in arms locations of troopers in melee #119

@FancyRaptor i actually only just noticed that in logs. month after BA rework, LOL CBTBE is blocking weapons of "Arms" troopers in melee should not block any except "NeverMelee" for CU squads
