Implement Hull Integrity breaches for water #40

Pre request from BD - make independent of Hull Integrity breaches on lunar/martian?

So, specifically, all I'm looking for is breach checks against the legs while standing and any location while prone. In HBS BT you never fully submerge, mechs only are up to knees basically while standing. However, if you fall, having full-body breaches would be appropriate. No idea how doable this is.
