Warnings sounds like the safer way to go... maybe? For me I don't think uniqueness constraint would cause a problem and if it was just me I would lean towards not allowing any duplication at all but maybe it is safer not to be too strict? Sorry, I know, that’s a bit wishy washy! Can't say I have ever come up against this particular problem but tend not to get too hung up on synonyms (being available on IPNI, APNI etc.) anyway. We only record those names that WE have known a taxon by in the past (i.e. names that could appear in our documents). Were definitely not completists in this regard.
I hope that answers the question all right!

an author can publish an epithet that has been already published by an other author, in order to complete the publication if it was not valid. I am not so sure what our users would want to keep in the database, if they want to hold also illegitimate publications, at least those which are later referred to as basonyms would be interesting. so I am not so sure we want any uniqueness constraints in the database, or if, while the user is inserting a new taxon, we just trigger warnings that the user can chose to ignore. what do users @RoDuth, @felipead87 think about this?
